Questions

Should I resize as well?

If the picture will be displayed small, yes. Resizing first means the quality setting barely has to move, so the result looks better at the same file size.

Can I compress many JPGs at once?

Yes. Each one is taken under 200KB on its own, and the finished set can be downloaded as a ZIP.

Is anything uploaded?

No. There is no upload endpoint in the code, and you can confirm it by watching the network tab while the tool runs.
