Because the size shown is the size of the file you download, measured after encoding rather than predicted from a quality setting.

My PNG will not go under 100KB.

PNG is lossless, so quality does nothing to it. Hirira reduces the colour palette instead, which usually works. If it still will not fit, saving as JPG or WebP will.
