Twenty kilobytes is a hard ceiling. It is fine for a logo, an icon or a flat graphic, but a detailed photograph at full resolution will not get there without losing something you can see. Hirira tries quality first and only then offers to shrink the picture, so you decide which one to give up.

A small one yes, a full resolution one usually not without visible loss. Hirira will tell you rather than hand you a blurred file and call it a success.

You get the smallest file it genuinely produced, plus one tap fixes: shrink the image, lower the quality, or switch to WebP which is smaller at the same look.

Flat colour compresses enormously well; photographic detail does not. A logo is mostly repeated pixels, a photo is mostly unique ones.
