Every other merge tool sends your documents to a server. This one does not, which matters when the documents are contracts, payslips or medical letters. Pages are copied across exactly as they are, never re-encoded, so nothing about them changes on the way through. Photos dropped into the same pile become pages too, so a scanned form and a phone photo can end up in one file.

No. The PDFs are parsed and the new file is written in your browser. Open the network tab while it runs and you will see nothing carrying your file leave.
No. Each page is copied byte for byte, with only its internal numbering rewritten so the documents can live side by side. Text stays selectable and quality is untouched.
Yes, with the arrows on each row. Files merge top to bottom, and a file contributes its pages in its own order.
Yes. A photo becomes a page in the position you put it. The Photo page and Photo quality settings apply only to those, never to the PDFs.
Almost always because it is password protected or encrypted. Hirira will not guess a password, and it says so rather than producing a broken file. Remove the password in the app that made it, then try again.
