Fifty kilobytes is the cap a lot of older government and university forms still use. It is reachable for most photos if you accept some softening, and comfortable once the image is scaled down to the size the form actually displays.

Questions

My form says 50KB but rejects my file anyway.

Some portals count a kilobyte as 1000 bytes rather than 1024. Hirira uses 1024, so a file it calls 50KB is 51,200 bytes. If a portal is strict, set 48KB instead.

Should I shrink the dimensions too?

Usually yes. A form that displays a photo at 300px wide gains nothing from a 4000px file. Set the size as well and the quality stays much better.

Is the file uploaded anywhere?

No. Everything runs on your own device, which is also why it still works if you go offline after the page has loaded.
