This page keeps the file a JPG, which matters when a form will only accept that one extension. JPG has a real quality dial, so Hirira can search it: it saves the image repeatedly between a floor you set and the top, and keeps the highest setting that lands under 100KB.

Questions

It has already been compressed once, when it was first saved. A second pass at a high quality setting has very little left to remove. Lower the Quality setting and it will move.

It loses a little each time, yes. Work from the original file rather than from a copy that has already been through another compressor.

It stops Hirira from destroying the picture to hit a number. If the limit cannot be reached above that floor, you are told rather than handed a ruined file.
