Ten eighty by thirteen fifty is the 4:5 portrait shape, the tallest a feed post is usually allowed to be and the one that takes up the most screen. A photo already shot in 4:5 lands on it exactly. Anything else is fitted inside those bounds rather than stretched to them.

Questions

My photo came out smaller than 1080x1350.

It was not 4:5 to begin with. With the ratio locked the image is fitted inside that box, so one side stops short. That is correct rather than a fault.

Can I compress it at the same time?

Yes. Set a maximum file size as well and both run in a single pass.

Will resizing up make it blurry?

Yes, which is why Never enlarge is on by default. No tool can add detail the camera did not capture.
