A JPG goes into a PDF exactly as it already is, with no second round of compression, so the pages look identical to the photos you started with and the file stays small. Quality set to Best is the exception: that stores each page losslessly and produces a very large PDF.

No. At High, Balanced or Small the encoded JPG is embedded byte for byte, so the page is exactly the picture. Only Best takes a different route, storing the page losslessly and making a much larger file.

Leave Quality on High and cap the longest side under Size. A scanned page does not need to be 4000 pixels wide to be readable.
